В сообщении сделан вывод, что в 1953–1964 гг. аграрная политика в СССР была направлена на мощный подъем сельского хозяйства, удовлетворение потребительского спроса на продукты питания. Сентябрьский 1953 г. модернизационный проект был рассчитан на экстенсивный путь развития сельского хозяйства. На эту идею опиралось руководство СССР в соперничестве с США в производстве продукции животноводчества на душу населения в 1957– 1961 гг., которое Советский Союз проиграл. В период после принятия третьей программы КПСС советская аграрная политика была ориентирована на мощный подъем сельского хозяйства, решение аграрного вопроса, полное удовлетворение потребностей крестьянства. Это требовало придания сельскому хозяйству государственного экономического приоритета, чего не было сделано. Вместе с тем деятельность ЦК КПБ, Совета Министров БССР, белорусской аграрной науки позволила сельскому хозяйству республики выполнить плановые задания семилетки. Автор сообщения отмечает, что реорганизация системы управления сельской плановой экономикой, которая была проведена в СССР в 1962–1964 гг., была направлена на усиление эффективности и ответственности власти за решение задач, определенных третьей программой КПСС.

 

The author has come to a conclusion that the agrarian policy in the USSR and the BSSR was directed to a steep growth of agricultural industry, satisfaction of the consumer’s food product requirements in 1953–1964 years. The modernization project of September 1953 was prepared for an extensive way of development of agricultural industry. A failed competition between the USSR and the USA in production of livestock production per capita in 1957–1961 years relied on this idea. During the period after the adoption of the third CPSU program, the Soviet agrarian policy has been focused on a powerful rise of agriculture, a solution of an agrarian question, a full satisfaction of the peasantry’s needs. This required the state economic priority status for agriculture which was not done. At the same time, the activities and efforts of the Central Committee of the Communist Party of Byelorussia (CC CPB), the BSSR Council of Ministers, and the Belarusian agricultural science allowed the BSSR agricultural industry to carry out the plan targets of the Seven-Year Plan, which facilitated its further development. The author of the article notes that the reorganization of a control system of the Soviet planned economy, which has been carried out in the USSR in 1962–1964 years, has been aimed at strengthening the efficiency and responsibility of the power for the decision of the tasks determined by the third CPSU program.
